Allright guys, thats the second tutorial to show you how I made my latest wallpaper:



Step 1:
As usual, start with a photo you like. Skipped the steps to turn it into a standard widescreen wallpaper.

Step 2:
Lets prepare the background. Press Ctrl + T and stretch the photo horizontally until it almos of the canvas. After that apply a motion blur (Filter -> Blur). Choose a value until it looks like this:



Add now a new layer and fill it with a white color. Go to Filter -> Render -> Fibre. You can leave the standard setting or choose your own. Hit Ok. As next add a motion blur to look it smooth. Use following settings:
